Lubna Merchant is a global & U.S. Medication Error Prevention, Risk Management and Pharmacovigilance Expert.

Dr. Merchant currently works as a Director in Risk Management Center Of Excellence at Pfizer, Inc. where she provides global leadership in delivering innovative and strategic risk management excellence, regulatory compliance, effectiveness evaluation, and operational excellence for Pfizer’s portfolio of drug products with risk management programs.

Prior to joining Pfizer, Dr. Merchant was the Deputy Director of the Office of Medication Error Prevention and Risk Management in FDA’s Center for Drug Evaluation and Research’s (CDER) where she was responsible for the Center’s programs in risk management and medication error prevention.  She provided expertise on development and implementation of programs and initiatives to support the Center’s policies related to Risk Evaluation and Mitigation Strategies (REMS). She also served as an expert/scientific advisor on medication errors associated with drug and biological products within the Center and outside agencies.

She has also worked on international policy work with foreign regulators e.g. Health Canada, European Medicines Agency, Medicines & Healthcare Products Regulatory Agency (MHRA) Brazil Health Regulatory Agency (ANVISA)), World Health Organization (WHO), in the areas of product naming, packaging, labeling and pharmacovigilance matters.

Dr. Merchant graduated from Massachusetts College of Pharmacy and Health Sciences with Master of Science in Industrial Pharmacy and Doctorate of Pharmacy and completed a PGY1 Pharmacy Practice Residency. She has worked in a variety of health care settings including retail pharmacy, Industry and hospital pharmacy as an inpatient pharmacist and as clinical specialist.
